Phase I Environmental Site Assessment
Phase I Environmental Site Assessments are common instruments for determining the environmental liabilities associated with a property. Site Assessments are routinely requested by developers and lending institutions prior to acquiring land. Assessments are also used for adjusting assets during acquisitions, mergers, and joint ventures. HydroTech has decades of experience in preparing Phase I reports. Phase I ESAs are prepared in accordance with American Standard of Testing Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (E1527-13) and meet the USEPA's All Appropriate Inquiry (AAI) rule.
Phase II Environmental Site Assessment
If Recognized Environmental Concerns (REC's) are noted in the Phase I report, further examination of the property may be required. HydroTech thoroughly investigates the potential contamination and recommends cost effective methods to uncover the extent and source of the concern. A Phase II ESA may require additional research via methods such as field screening and testing of soil, drilling and sampling soil and/or groundwater, hydrogeological studies, or locating subsurface objects through the use of ground penetrating radar (GPR) or other geophysical testing methods. Whatever the need, our goal is to use the least invasive and cost effective methods possible to meet your project needs.
National Environmental Policy Act (NEPA)
NEPA requirements are invoked when airports, buildings, military complexes, highways, parkland purchases, and other federal activities and grants are proposed. The policy was enacted to assure that all branches of government give proper consideration to the environment by requiring federal agencies to assess the environmental effects of their proposed actions prior to making decisions. These environmental effects may include impacts to social, cultural, and economic resources, as well as natural resources.
As defined at 40 CFR 1508.18, the environmental review under NEPA can involve three different levels of analysis: Categorical Exclusion determination (CATEX), an Environmental Assessment (EA), and an Environmental Impact Statement (EIS). Environmental Assessments (EAs) and Environmental Impact Statements (EISs), which are assessments of the likelihood of impacts from alternative courses of action, are required from all Federal agencies and are the most visible NEPA requirements. Underground Storage Tanks (UST's)
HydroTech was formed in the late 1980's, when UST's were becoming the focus of state environmental agencies. Since then, we have assisted numerous tank owners and operators in complying with state and federal regulations. HydroTech also has extensive experience helping tank owners investigate and remediate leaking USTS.
With the goal of obtaining a "No Further Action" (NFA) designation from regulators, HydroTech will develop a plan for investigating and removing the UST, evaluating the surrounding soils, and remediating any contamination as required by the state. We have significant experience with the state's Excess Liability Trust Fund (ELTF) in helping clients recover portions of their cost associated with UST cleanup.
Industrial Wastewater Monitoring
HydroTech has been providing industrial wastewater monitoring services for more than two decades. Our personnel perform sampling required for Publicly Owned Treatment Works (POTWs), storm water monitoring, and the National Pollutant Discharge Elimination System (NPDES). HydroTech also provides consulting services to ensure our clients maintain compliance including coordination with regulatory agencies, preparation of discharge monitoring reports, and development of Storm Water Pollution Prevention Plans (SWPPPs). Our wastewater clientele ranges from locally owned businesses to large international companies.
Asbestos Inspection & Removal
Asbestos is a known carcinogen. The presence of asbestos-containing materials (ACM) in buildings does not always pose a hazard to occupants and workers if the material remains intact and undisturbed. However, when it is damaged or disturbed, as in demolition or renovation, fibers may be released into the air to be breathed in by occupants.
Facilities (except residential buildings that have four (4) or fewer dwelling units) must be inspected by an Indiana licensed asbestos inspector prior to the commencement of demolition or renovation activities. Even if no asbestos is present in the facility, proper notification of demolition or renovation activity requirements must still be followed. The staff at HydroTech includes state licensed Asbestos Inspectors and Workers who will assist you in complying with regulations.
Indoor Air Quality

Vapor intrusion is a process in which chemical vapors from contaminated soil or groundwater affect the indoor air quality in a building. Whenever chemicals are spilled on the ground or leak from an underground storage tank, they can soak into the soil or dissolve into the groundwater and begin to spread. The contaminated soil or groundwater can emit vapors that spread to areas occupied by buildings. Vapors can enter the buildings through cracks in basements, foundations, sewer lines, and any other type of opening. Occasionally, the vapors can increase to concentrations that may be harmful to human health.
For Indiana residents, one of the most common pollutants is a radioactive gas that is formed in the soil and known as radon. It can enter indoors through cracks and openings in floors and walls that are in contact with the ground. Radon is the leading cause of lung cancer among nonsmokers, and the second leading cause of lung cancer.
