Sulema Ortega

Ms. Ortega is the Operations Director and principal owner of HydroTech.  Ms. Ortega has experience with Phase I Environmental Site Assessments, Underground Storage Tank removal, Geotechnical Explorations and Construction Materials testing. 

 

Sulema worked for an engineering firm in Texas for 5 years prior to joining HydroTech.

In her spare time, Sulema likes spending time with her family, watching movies, traveling, and cooking.

 

 

 

Ralph O'Quinn, P.E.

Mr. O'Quinn has over 40 years of experience providing environmental, geotechnical, construction materials, and special inspections consulting, testing and engineering services for domestic as well as international projects.

Ralph has authored thousands of geotechnical exploration reports for projects that have varied from single story residential to 35 story office buildings, commercial parking lots to international airfield runways, with recommendations for shallow foundations, deep foundations, slope stability, landslide remediation, and earth retention systems.  Mr. O'Quinn has also provided expert witness testimony including court room testimony.

Mr. Manka has over three decades of experience in environmental consulting,  and is a licensed Professional Geologist in the State of Indiana.  He currently serves as Project Manager/Geologist for HydroTech. He has extensive experience in performing environmental site assessments; hydrogeological investigations; subsurface contaminant delineation projects; cost recovery for Indiana Excess Liability Trust Fund (ELTF) projects; and, remediation for leaking underground storage tank (LUST), Resource Conservation and Recovery (RCRA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and Toxic Substances Control Act (TSCA) facilities. His areas of expertise also include:  Indoor Air Quality investigations and mitigation; industrial wastewater monitoring; and underground storage tank compliance.

Mr. Rogers, Environmental Professional (EP) has been with HydroTech for over twenty years and has experience in

Spill Prevention Control and Countermeasure (SPCC) plans, Storm Water Pollution Prevention Plans (SWPPP),

soil and groundwater investigation and remediation,

operation and maintenance of

Dual Phase Vapor Extraction (DPVE) systems,

Phase I and Phase II environmental site assessments, and Indoor Air Quality (IAQ) inspections and mitigation. He is licensed by the State of Indiana in underground storage tank (UST) Decommissioning and Removal, an OSHA Hazardous Waste Site Operator (HAZWOPER) and Supervisor, a licensed Asbestos Building Inspector.

Shirley Perry

Ms. Perry, a founder of HydroTech, became sole owner in 2013 and managed HydroTech until retiring in 2022. She has experience in Phase I and Phase II Environmental Site Assessments, Underground Storage Tank Management and Site Closures, Leaking Underground Storage Tank investigations and remediation.
